Abstract

This article challenges the relevance of the current unit used for climate negotiations: tons of CO2. After showing the fundamental limits of this volume-based approach, considering historical, current, and potential emissions of greenhouse gases, the article proposes that a new carbon price approach should be discussed at COP 21. This perspective opens up a negotiation based on the social value of carbon, which is based on issues of intra-generational and intergenerational justice that are key to advancing stalled climate talks.
