Abstract

What are the reasons for the secondary role of internal public communication ? Internal communication seems to be in the minority compared to external communication and private organisations. At the same time, management has become more widespread and HRM more recognised over time. Its particular systems of legitimacy help to distinguish it from internal corporate communication, although the management culture makes it more necessary in public organisations.
