Abstract

Il s'agit dans ce papier d'examiner les difficultés, blocages liés à la mise en place de nouveaux modes de gestion du personnel. A titre d'exemple, l'approche basée sur les résultats se trouve parfois critiquée, agents ou représentants syndicaux lui reprochant de remettre en cause l'indépendance professionnelle, le travail collectif… Les résultats diffèrent selon si le gouvernement a opté pour un ajustement du statut de l'agent public ou le remplacement du système juridique de droit public par celui du droit privé. Nous examinerons les difficultés de changement rencontrées dans les démarches de modernisation de la gestion du personnel ainsi que celles touchant le système de sanctions-récompenses.
