Abstract

Dans le cadre de la modernisation des organisations de service public, l'idée de responsabilisation des acteurs publics dans leurs missions constitue le point central de l'ensemble des démarches. L'étude des performances des organisations de service public, et des compétences et comportements de ses agents laisse apparaître un certain nombre de défaillances dans la mise en œuvre des missions de service public et, par là, du principe de responsabilité. Dans ce contexte, la qualité du management public et l'efficacité des sanctions-récompenses des agents peuvent représenter un levier intéressant pour une meilleure prise de conscience et mise en œuvre par les organisations de service public et ses acteurs de l'importance de la qualité de leurs services vis-à-vis du public et du développement de leurs missions.
