Abstract

Nous proposons dans ce chapitre une analyse de des transformations structurelles touchant le secteur de l'aide à domicile, ses activités et les différentes organisations qui le composent. Il s'agira de mettre en exergue un mouvement de fond, non linéaire, alimenté par des tensions et des rapports de force : la transformation du fonctionnement sociohistorique associatif orienté vers la recherche d'efficacité. Cette transformation s'exerce dans un contexte de fortes tensions entre cette recherche d'efficacité et l'émergence d'un mode d'organisation, orienté vers la recherche d'efficience, porté par les politiques publiques et un certain nombre d'acteurs du champ, dont la nouvelle gestion publique est un accélérateur très fort. Mettre en exergue et analyser les transformations vécues par les associations du secteur de l'aide à domicile suppose, au préalable, d'être au clair sur le fonctionnement du modèle sociohistorique. Nous proposons ensuite d'appréhender les effets du néolibéralisme et de la nouvelle gestion publique sur ces évolutions, effets pouvant aller jusqu'à remettre en question le modèle originel associatif.
