Une approche statistique d'identification des PME fournisseurs "innovantes"

Abstract

Dès novembre 2012, le Pacte national pour la croissance, l'économie et l'emploi annonçait l'ambition de « mobiliser l'achat public pour accompagner le développement des PME de croissance innovantes » et fixait un objectif de 2 % des achats de l'État, de ses opérateurs et des hôpitaux attribués aux PME innovantes à l'horizon 2020. En 2015, le montant total des paiements du ministère des Armées à ses 21 178 PME (y compris micro-entreprises) marchandes fournisseurs s'est élevé à 1,6 Md€. L'objectif recherché dans cette étude est d'identifier statistiquement les PME « innovantes » fournisseurs du ministère et de suivre leur évolution dans le temps. Selon différentes approches statistiques, sont comptabilisées entre 220 et 1 170 PME fournisseurs « innovantes » en 2015. Plus d'un tiers (35,6 %) des entreprises ayant bénéficié des dispositifs de crédit impôt recherche, crédit impôt innovation (CIR/CII) ou de jeunes entreprises innovantes (JEI) ont aussi déposé au moins un brevet entre 2003 et 2015.
