Comparaisons internationales de dépenses de défense et parité de pouvoir d'achat défense

Abstract

Les comparaisons internationales de dépenses de défense sont couramment utilisées pour mieux comprendre la situation sécuritaire mondiale et évaluer la place que les États accordent à leur défense. Alors, alors que de nombreux analystes mettent souvent en avant le manque de fiabilité de ces statistiques, les pratiques actuelles de conversion des dépenses militaires en unités de monnaie commune (taux de change réels) suscitent un certain nombre d'interrogations. En effet ces conversions sous-estiment le pouvoir d'achat réel des dépenses militaires dans de nombreux pays, en particulier dans les pays où les coûts dans le secteur de la défense diffèrent des coûts américains, et donnent une image faussée de la croissance réelle de ces dépenses, et au-delà de l'équilibre des forces armées dans le monde. L'approche par les parités de pouvoir d'achat défense vise à corriger ces biais.
