Abstract

[Extrait] En France, à rebours des annonces faites en 2017, l'heure est à l'extension du réseau de lignes ferroviaires à grande vitesse (LGV). Le Gouvernement vient d'autoriser la création de trois sociétés de projet, sur le modèle de la Société du Grand Paris (SGP). L'une pour financer les LGV vers Toulouse et Dax (depuis Bordeaux) et l'autre vers Perpignan (depuis Montpellier). La troisième contribuera aux travaux prévus dans les gares de Marseille et Nice dans l'attente d'une hypothétique LGV entre les deux métropoles. Pour alimenter ces entités publiques, les collectivités territoriales pourront lever des impôts nouveaux sur les ménages propriétaires et les entreprises via une taxe spéciale d'équipement et la participation foncière de ces dernières. Une taxe sur les bureaux est aussi envisagée. Un esprit taquin pourrait s'étonner que le même Gouvernement qui juge indispensable la baisse des impôts de production en autorise de nouveaux à l'échelle régionale. Plus généralement, il est permis de s'interroger sur le financement public de ces projets (Régions, État, Union européenne). Pourquoi ce qui semblait impossible il y a cinq ans ne l'est plus ? [...]
