Abstract

Depuis 2003, le zonage A/B/C réalisé par le Gouvernement classe les communes françaises en fonction de la tension du marché immobilier. Les zones les plus tendues du territoire sont ainsi mises en évidence, à la différence des zones détendues, présentées comme « le reste du territoire ». Grâce à plusieurs méthodes, ce travail dévoile les dynamiques territoriales de ces zones détendues grâce à l'élaboration d'une typologie via la notion d'attractivité territoriale. Contexte de l'étude Le territoire est « un construit socio-économique où se produisent des interactions entre acteurs locaux et dont l'objectif est de réaliser un projet commun de développement » (Barois, Peres, Vignau & Laussucq, 2021, p 56 ; Leloup, Moyart & Pecqueur, 2005). Cependant, certains territoires présentent moins de dynamisme que d'autres, et les déséquilibres sont bien documentés en France notamment via les études sur la concentration des personnes, des activités et des fonctions dans les grandes métropoles (Ascher, 1995 ; Gallety, 2013), aux dépens des petites et moyennes villes.
