Abstract

Die Forderung nach neuen Provinzen in Pakistan gewann nach der Verabschiedung des 18. Zusatzartikels zur pakistanischen Verfassung im Jahr 2010 an Bedeutung. Alle großen politischen Parteien haben seither die Notwendigkeit der Schaffung neuer Provinzen in Pakistan in ihre Wahlprogramme aufgenommen. Während die Debatte über neue Provinzen seitens der politischen Parteien und ethnopolitischen Akteure offensichtlich ist, gibt es keine groß angelegte Studie, die das Phänomen auf der Massenebene untersucht. Der vorliegende Artikel füllt diese Lücke, indem er eine Umfrage unter Befragten aus den Provinzen Punjab, Sindh und Khyber Pakhtunkhwa durchführt. Die Umfragedaten zeigen, dass die ethnischen Mehrheiten in diesen drei Provinzen gegen die Schaffung einer neuen Provinz sind, während die ethnischen Minderheiten hier eher neue Provinzen wünschen. Zweitens sind Identitäts- und sprachliche Faktoren bei der Forderung nach neuen Provinzen weniger ausgeprägt als materielle Variablen.
