Extrait : […] Pour bien comprendre ce rapport complexe entre politique et politique publique, nous proposons, à travers ce chapitre, dans un premier temps de reprendre la diversité des questionnements qui ont infusé le champ des politiques publiques pour mieux pouvoir, dans un second temps, proposer de nouvelles perspectives en s'appuyant sur les travaux les plus récents. Une telle démarche nécessite notamment de distinguer au préalable trois conceptions qui s'entremêlent trop souvent et rendent confus le débat. […] La première conception consiste à considérer que la politique et les politiques publiques sont deux concepts ontologiquement distincts, disposant de leur propre logique et se déployant dans deux systèmes autonomes. […] Une deuxième approche propose de considérer que la distinction entre policy et politics existe, mais est d'abord d'ordre épistémologique. […] Enfin, une troisième approche rejette l'existence d'une distinction entre policy et politics en considérant cette fois-ci qu'une politique publique est un objet ontologiquement politique et propose d'interroger les activités de fabrique d'une politique publique comme des activités politiques. […]
