Quand la permanence fait le changement. Coalitions et transformations de la politique du logement

Abstract

La plupart des recherches qui s'intéressent à la question du changement dans les politiques publiques se focalisent généralement sur les moments de réforme ou sur les périodes de crise pour décortiquer les processus en œuvre. L'étude de la politique du logement, de la réforme de 1977 au milieu des années 1990, permet de montrer que réforme et changement ne sont pas toujours synonymes. Si la réforme de la politique du logement reflète bien la volonté d'une coalition dominée de prendre le pouvoir et d'imposer un changement radical de politique publique, elle est aussi l'occasion pour la coalition dominante de regrouper ses forces pour empêcher tout changement. A l'inverse, les périodes plus calmes qui succèdent à la réforme sont l'occasion de divisions et de scissions d'une coalition moins soudée, divisions qui ouvrent la voie à des changements importants.
