La politique économique à l'épreuve de la crise sanitaire : une fenêtre d'opportunité

Abstract

Au Maroc, la crise déclenchée par la pandémie du Covid-19 a ouvert une fenêtre d'opportunité de discussion du bien-fondé de la politique économique et des orientations de l'instrument budgétaire et de la stratégie de la Banque centrale. Un débat a eu lieu autour d'interventions préconisant des expansions monétaires par le relâchement de l'objectif d'inflation basse y compris au moyen de la remise de la Banque centrale sous la tutelle du gouvernement, et par des simulations de l'activité au moyen du déficit public. A regarder de près ces préconisations, on s'aperçoit qu'elles sont sujettes à discussion. D'une part, elles restent muettes sur les relations monnaie- inflation et inflations-chômage et, partant, sur les enjeux de la redéfinition de la politique monétaire. D'autre part, elles se limitent à voir dans le déficit public un instrument d'atténuation de la récession sans réexaminer le rôle de la politique budgétaire compte tenu de ses effets stabilisateurs et de redistribution à travers l'exercice des droits à la protection sociale.
