Abstract

Le débat public a offert, trois années durant, d'intéressantes occasions pour s'interroger sur les performances de croissance et de bien-être social et les recommandations à suivre dans ce sens. Cependant, à y regarder de près, il est traversé par deux biais majeurs. L'un tiens à la prégnance des vues doxiques qui qualifient indûment la demande intérieure de levier essentiel de la croissance et réitère sous forme de poncifs des mesures de simulation de l'offre globale sans s'assurer de leur cohérence. L'autre biais résulte de la préférence marquée pour la préconisation de mesures au détriment du préalable obligé du diagnostic, laissant ainsi dans l'ombre les causes de l'affaiblissement de la croissance et les limites des stratégies de l'offre. De telles lacunes dérivent de la minoration de l'importance des savoirs théoriques à solliciter pour éclairer les enjeux de la finalité du développement.
