Abstract

Le règlement européen du 5 juin 2019, relatif au marché de l'électricité, assujettit les mécanismes de capacité mis en œuvre par les États membres à une normalisation européenne et réaffirme le principe d'un contrôle ex ante exercé par la Commission au travers de l'encadrement des aides publiques. s'agit donc de présenter dans cette contribution l'analyse de la Commission en s'attachant, dans une première section, aux raisons qui poussèrent certains États membres à mettre en œuvre de tels mécanismes, en présentant, en deuxième section, leur supervision par l'intermédiaire de l'encadrement des aides d'États sur la base du règlement de juin 2019 et enfin en discutant, en troisième section, les enjeux induits par l'hypothèse de la Commission quant à la capacité de marchés libéralisés de l'électricité à garantir la sécurité d'approvisionnement
