Abstract

Several phases of modernization of public action have followed one another in France since the 2000s. General revision of public policies in 2007 then Modernization of public policies in 2012, prefigure a managerial aim of a model under the influence of New Public Management ( NMP) since the 1990s. A renewal of the institutions and public bodies of the unitary state in France is based on the search for greater efficiency and results. The evolution of a bureaucratic model towards a managerial model where communication brings together public and private actors has management issues, actions and support for operational changes. This implies the establishment of objectives, performance indicators, economies of scale, mergers like large companies and holdings. What path must be scientifically and institutionally taken to modernize and transform the administration? What are the stakes in the debates of public decision-makers for the benefit of the common interest and the forms of communication mobilized? A book to understand the evolution of the French administration
