Abstract

Bien loin des paradigmes classiques, la théorie économique moderne démontre que la politique commerciale peut créer du pouvoir de marché... ou en détruire, selon qu'il s'agisse d'entreprises nationales ou étrangères. Subvention à la production ou à l'exportation, quota ou tarif douanier, subvention à l'investissement en recherche et développement, subvention forfaitaire à entrer dans une activité, droit de douane anti-dumping... beaucoup d'instruments traditionnels de la politique commerciale permettent de remplir ces objectifs; encore faut-il les manier avec prudence.
