Abstract

Este artículo pretende ser un punto de partida para una agenda de planificación y ordenamiento territorial en Chile teniendo una particular mirada sobre las instituciones. De este modo, comienza con un breve alcance conceptual sobre territorio, gobernanza, gobernabilidad y ordenamiento territorial. Luego se describe el inicio del proceso institucional de planificación regional y ordenamiento territorial en 2007-2008 con el Sistema Regional de Planificación y su implementación en los Gobiernos Regionales. Posteriormente se analiza el estado de avance de los PROT basándonos en los casos de la Región de Tarapacá y de la Región Metropolitana de Santiago. Finalmente, este artículo de congreso (o comunicación) cierra con una reflexión en torno a una serie de desafíos para el ordenamiento territorial en Chile.
