Abstract

L'objet de ce papier est d'examiner les conditions de l'association des pays du Sud à l'effort de réduction des émissions mondiales de GES dans le cadre du protocole de Kyoto pour les périodes d'engagement subséquentes (après 2012). Dans cette perspective, on verra que le premier problème qui se pose à « l'élargissement » des engagements est de sortir de la logique bipolaire entérinée par la Convention (et le Protocole) et de trouver un moyen de rendre possible la prise d'engagements quantifiés de la part des pays du Sud. La seconde partie examinera, ensuite, dans la perspective d'un « approfondissement » des engagements, quels pourraient être les objectifs politiques en termes d'équité et de contraction-convergence des émissions à long terme, étant entendu que différentes définitions sont envisageables avec des chances de succès inégales.
