FRETURB : un modèle de simulation des transports de marchandises en ville

Abstract

La prise de décision en matière d'approvisionnement ou de logistique urbaine relève de logiques éclatées entre la rationalité des firmes (chargeurs, opérateurs de transport) et celles des aménageurs et des collectivités locales. Nous présentons ici un modèle de simulation des effets de mesures prises à l'échelle d'une agglomération. Ces mesures concernent l'organisation logistique des entreprises, l'aménagement urbain (y compris la répartition des activités urbaines) et le cadre réglementaire du transport urbain de marchandises. Son originalité réside dans le fait qu'il s'appuie sur la notion de mouvement (opération de livraison ou d'enlèvement dans un établissement), sans passer par la contrainte de construction d'une matrice O/D de véhicules ou de marchandises qui, à notre avis et contrairement aux modèles de déplacements de personnes, manque d'opérationalité en agglomération du fait de la spécificité de l'approvisionnement urbain en tournées complexes avec ruptures de charges sur les plates-formes.
