Les attendus et inattendus du projet réforme ferroviaire

Abstract

L'actuel projet de loi de réforme du secteur ferroviaire français, présenté en 2013, sera soumis au Parlement en 2014. Il va modifier la loi de 1997 qui avait créé le couple RFF-SNCF. Avant les prochains débats, le professeur Alain Bonnafous, bon connaisseur du secteur, expose les potentialités et les risques de la nouvelle architecture annoncée, liant, au sein de l'Epic « unificateur» SNCF, les deux entités à venir : SNCF Réseau et SNCF Mobilités. Une gestion unifiée du réseau doit permettre une meilleure évaluation financière des investissements sur l'infrastructure. Mais la gouvernance du futur Epic comporte le risque d'une certaine subordination de fait de la première à la seconde. Cela peut affecter un objectif majeur du système : la couverture des coûts complets du réseau, en particulier en affaiblissant les recettes de péage. La dépendance du secteur vis-à-vis des subventions publiques pourrait alors être perpétuée. En outre, les compétences du régulateur - l'ARAF - devraient être maintenues dans la perspective de l'ouverture à la concurrence en 2019 du transport de passagers.
