Abstract

La construction européenne bouleverse l'organisation et le fonctionnement des zones frontalières. De part et d'autre de la frontière, les collectivités publiques s'associent pour mettre en œuvre des projets de coopération, afin d'accompagner les évolutions sans les subir. Véritables laboratoires de l'intégration communautaire, ces territoires émergents s'emploient à compenser les handicaps liés à la frontière en expérimentant de nouvelles formes d'action publique et de gouvernance.
