Abstract

Dans les dernières décennies, l'action publique a été marquée, partout dans le monde, par les confrontations des logiques institutionnelles et des logiques territoriales. L'évolution des enjeux sociaux et des contenus techniques des politiques publiques conduit à en diversifier les échelles spatiales et les modes de régulation, ce qui s'accommode mal de périmètres institutionnels rigides. Cette désinstitutionnalisation des territoires instaure une nouvelle configuration d'action publique, ici désignée sous le terme générique de « management territorial stratégique »(MTS). Au confluent du management des organisations publiques et de l'aménagement des territoires, le MTS accompagne la territorialisation des politiques publiques et l'émergence du territoire comme acteur stratégique, sur la base de conventions communes (au sens de la théorie des conventions), où le paradigme du développement durable occupe une place centrale.
