Abstract

Les autorités chinoises ne souhaitent pas être contraintes sur le plan environnemental afin de ne pas pénaliser la poursuite de la croissance et le rattrapage économique de la Chine sur l'ensemble du monde occidental. Nous verrons que les politiques environnementales adoptées depuis la décennie 2000 vont dans le sens des politiques de croissance. Les mesures prises par la Chine consistent aussi bien à encourager le développement des énergies renouvelables qu'à inciter les entreprises à produire plus proprement. Néanmoins, les particularités de l'économie chinoise font que les conflits d'intérêts entre le gouvernement central et les autorités locales rendent parfois leur application assez problématique. Ce n'est donc pas tant le manque de volonté du gouvernement chinois qui est à l'origine du refus de ce voir imposer des contraintes environnementales au niveau international, que l'absence d'une réelle unité politique.
