Abstract

La décentralisation a ouvert de larges opportunités d'action aux collectivités territoriales dans le domaine de l'intervention en faveur des espaces ruraux. L'identification de ces dépenses soulève des difficultés d'ordre méthodologique, tenant principalement à des problèmes de définition. Il s'agit en effet en premier lieu de définir avec précision la portion de territoire couvert par le terme d'"espace rural" ; deux approches classiques (communes rurales vs espace à dominante rural) ont été retenues. La délimitation du champ des politiques relevant effectivement des affaires rurales conduit à retenir quatre types de mesures : celles affichées comme rurales ; celles rurales par nature ; celles rurales par définition ; celles enfin qui, bien que non territorialisées, touchent de fait les populations et les territoires ruraux et dont l'évaluation nécessite alors de choisir une clef de répartition pertinente. La méthodologie ainsi mise au point a pu être testée sur cinq départements et les cinq régions correspondantes.
