Abstract

Partant du constat que les voies traditionnelles de coopération – bilatérales et multilatérales – entre pays développés et en développement présentaient de nombreuses faiblesses et limites (Djeflat et Boidin, 2010), la coopération décentralisée a été mise en avant au début des années 1990 afin de combler les lacunes constatées.
