Plan Ciudades Sustentables para el Área del Maipo Sur-Poniente: Una propuesta integral

Abstract

La presente obra tiene por objetivo realizar un "Plan de Ciudades Sustentables (PCS) para el área del Maipo Sur-Poniente" especialmente los asentamientos humanos de Buin, El Monte, Melipilla y Talagante, localizadas en la Región Metropolitana de Santiago (RMS). En primer lugar, el trabajo aborda un análisis de documentación secundaria para desarrollar el diagnóstico sistémico del territorio. Junto con ello, también se describen los principales conceptos de apoyo, de manera que el lector pueda comprender el marco general para el desarrollo del plan. Posteriormente se formula la estrategia del plan, donde se dan a conocer todos los actores que puedan estar implicados en él. Para su mayor comprensión, estos se han clasificado según su escala, el sector de donde vienen, sus recursos, mandatos y objetivos, junto con un análisis de la posible relación entre ellos. Por otra parte, en este capítulo se presentan los componentes del PCS según los ámbitos del desarrollo sostenible y las proyecciones del territorio con y sin plan, de manera de analizar los impactos futuros y los cambios que pudiera llegar a ocurrir. Finalmente, en la última parte se desarrollan todos los indicadores (de propósito, componentes y actividades) para medir el cumplimiento de los avances y las metas del plan y su respectiva evaluación de impacto. Para ello se han considerado criterios de tipo: social, ambiental, económico y de infraestructura. Todo esto con el fin de priorizar y seleccionar aquellos proyectos más sustentables y viables de desarrollar.
