La Chine face au réchauffement climatique : politiques environnementales contre croissance économique ?

Abstract

La Chine est souvent présentée comme fondamentalement opposée à l'imposition de contraintes environnementales issues de négociations internationales sur la question du réchauffement climatique. Pourtant, les mesures visant à réduire les émissions de gaz à effet de serre se sont multipliées ces deux dernières décennies. Cette situation n'est pas si paradoxale lorsqu'on considère que le gouvernement chinois réussit parfaitement à concilier sa politique environnementale avec sa volonté de soutenir la croissance économique, ce qui ne serait pas forcément le cas si les critères étaient plus contraignants. Des contraintes supérieures risqueraient d'ailleurs de ne pas être respectées en raison des conflits d'intérêts déjà observés entre les politiques décidées à l'échelle nationale et les autorités locales responsables de leur application.
