Abstract

Depuis quelques années, les politiques ont changé de visage et cela dans tous les pays de l'Union Européenne. Partenariat, gouvernance multi-niveaux, observatoires sont à l'honneur et tendent à s'imposer comme modèle. Dans cet exposé nous essayons d'analyser ces concepts dans les politiques de lutte contre les exclusions et en quoi cela répond en fait à des mutations qui se développent actuellement. Ces changements ne sont pas seulement conceptuels, mais répondent en réalité à des mutations idéologiques du rôle de l'État dans un nouvel ordre social. Partant de nos travaux au sein de l'Observatoire Local de l'emploi de l'Université de Huelva, nous nous interrogeons au sujet de l'abandon progressif de la responsabilité de l'État dans les politiques publiques, plus spécifiquement dans les politiques d'inclusion sociale, et ses possibles dangers.
