Abstract

L'assurance maladie est un chantier permanent : dans la seule histoire récente, quelque 24 réformes se sont succédé depuis le plan Barre de 1976... Pour le résultat que l'on sait : en 2004, le déficit de la branche maladie du régime général de la Sécurité sociale est de 12,3 milliards d'euros, le plus élevé jamais enregistré. En France, l'architecture générale de la dernière réforme en date repose essentiellement sur la régulation de la demande de soins, et très peu sur l'offre de soins. Est-ce la bonne manière de procéder ? S'appuyant sur les réformes engagées dans d'autres pays, P.-Y. Geoffard présente un examen critique des réformes françaises en général et de la réforme récente en particulier. (présentation éditeur)
