Etude exploratoire sur le phénomène de plateau de croissance des jeunes entreprises innovantes. Une mise en perspective par les facteurs endogènes de croissance des entreprises créées en Rhône-Alpes sur 10 ans

Abstract

Les entreprises innovantes sont spontanément associées à des entreprises de croissance. Les pouvoirs publics, et la société d'une manière générale transfèrent sur elles la charge de participer à la réorientation de notre spécialisation industrielle dans le cadre de la mondialisation de l'organisation productive. Dans ce contexte, nous avons mené une étude en partenariat avec OSEO Sud-Est sur l'ensemble des entreprises innovantes créées sur 10 ans entre 1997 et 2006 et accompagnées par cette institution (soit 537 entreprises). Cette étude montre que les performances de ces entreprises en terme de croissance sont modérées et parfois limitées, y compris en longue période. Il apparait pour une majorité d'entre elles un effet de plateau, qui laisse de nombreuses ambigüités quant à son interprétation. Les pouvoirs publics tendent actuellement à multiplier les initiatives pour soutenir la croissance de ces entreprises, notamment à l'international. Mais ces programmes agissent principalement sur les facteurs exogènes de croissance. Nous avons voulu interroger l'autre face des déterminants de la croissance, les facteurs endogènes, et pour cela nous avons mobilisé les travaux d'Edith Penrose, et quelques prolongements qu'elle a inspirés depuis. Une enquête transversale menée directement auprès de 175 dirigeants de cette population conduit à considérer que le plateau peut davantage être assimilé à un plafond qu'à un palier de croissance. Bien que cette étude soit exploratoire, elle a pour intention d'engager le débat sur une évolution des démarches devant favoriser la croissance des entreprises innovantes.
