Abstract

Los gastos consagrados por las colectividades locales a los transportes urbanos son objeto, desde hace una decena de años, de estudios particulares del tipo de Cuentas Públicas del Transporte Urbano o de la Cuenta Regional de Ile-de-France. En el actual contexto de las finanzas locales se replantea el eterno problema del financiamiento de los equipamientos colectivos, con una toma de conciencia relativamente reciento del peso de "las cargas recurrentes de funcionamiento" inducidas por la inversión: las colectividades se ven enfrentadas a la obligación de administrar cada año una masa presupuestaria poco comprimible, lo que reduce al mismo tiempo las posibilidades de realización de nuevos equipos (para no mencionar le delicado problema del endeudamiento). Esta situación debe instar a los responsables locales a buscar herramientas que les ayuden en la planificación y gestión más estrictas de sus gastos en equipamientos colectivos.
