L'ambivalence de la précaution et la transformation des rapports entre science et décision

Abstract

Dans une première section, je fais valoir les différences de définitions de la Précaution dans les textes juridiques afin de baliser l'espace de débat et d'interprétation qui caractérise la situation actuelle. La deuxième section vise à éprouver la consistance d'une des formes couramment proposées pour donner une traduction pratique à la Précaution, ce que j'appelle la posent des actes visant à en établir certaines. Ils le font alors sur la base d'une réflexion éthique ou sociale qui engage des valeurs, des référents et des compétences qui ne leur appartiennent pas en propre. Ils peuvent ainsi jouer un rôle essentiel de relais entre les débats qui traversent la société et les conduites des scientifiques. Enfin, la troisième section envisage les transformations à attendre dans les rapports entre l'activité scientifique et la décision dans les domaines économique et politique.
