Abstract

Chapitre 5 de l'ouvrage "Nouvelles Europes : Trajectoires et enjeux économiques", cette contribution se propose d'étudier l'influence des réformes des régimes de retraite sur les évolutions des marchés du travail est-européens, et en particulier sur les taux d'activité. Elles montrent que les systèmes de retraite sont loin de représenter la cause principale des problèmes d'activité dans les PECO et que ceux-ci tiennent davantage à la dynamique propre des marchés du travail, façonnée par l'interaction de trois acteurs majeurs sur ces marchés : les salariés, les firmes et l'Etat. Les solutions sont donc à rechercher non pas du côté de l'évolution d'une institution périphérique, le système de retraite, mais bel et bien au cœur de cette institution nouvelle qu'est le marché du travail dans les PECO.
