Abstract

Nous examinons ici des expériences variées de calcul uniforme des coûts, dans des secteurs et à des époques distinctes, et nous essayons de mettre en évidence les raisons de leur apparition, ainsi que leurs différences. Nous affirmons ici que pendant l'entre deux guerres les systèmes uniformes étaient destinés à réduire les conséquences négatives de la concurrence excessive ; au contraire, au cours des dix dernières années, une nouvelle version de calcul uniforme (plus précisément de calcul réglementé des coûts) est mise en place par l'Etat dans certains secteurs tels la santé, l'armée ou les télécommunications, pour créer ou renforcer la concurrence où le marché fait défaut. Par conséquent, nous considérons que les systèmes uniformes de calcul des coûts servent à réguler la concurrence.
