Abstract

L'article intitulé « Projets en PPP, contrainte budgétaire et choix des investissements » aborde le problème de l'évaluation et de la programmation des infrastructures et traite plus particulièrement de la détermination de la séquence optimale d'un ensemble de projets. Il s'agit de discuter les critères ou ratios du calcul économique qui sont couramment utilisés pour réaliser cette optimisation. En réalité, ce travail constitue une réaction à des préconisations du rapport « Lebègue » (Commissariat général du Plan, [2005]) et à quelques travaux justifiant ces préconisations (Bonnafous et Jensen, [2005]). Il convient de situer cette origine de la controverse avant d'évoquer l'analyse proposée par Rémi Prud'homme et Pierre Kopp.
