Le paradoxe libéral-parétien : un second théorème d'impossibilité dû aux « effets d'indépendance »

Abstract

L'objectif de cet article est de faire le point sur le paradoxe libéral-parétien de Sen afin de dégager des pistes de résolution crédibles pour ce dernier. Nous montrons qu'en proposant des solutions au conflit Pareto-liberté, les auteurs font finalement souvent preuve d'une préférence conceptuelle marquée pour telle ou telle condition qui entraîne l'affaiblissement de la condition concurrente. Nous soutenons que ces tentatives, dont aucune n'est vraiment satisfaisante, révèlent les effets d'indépendance à la source du paradoxe libéral-parétien. Relevés explicitement par certains, pressentis par d'autres, ces effets d'indépendance sont rarement pris en compte globalement, ce qui amènerait d'emblée à reconsidérer l'ensemble du formalisme, et pas seulement telle ou telle condition. Après celui d'Arrow, le paradoxe libéral-parétien peut donc être considéré comme un second théorème d'impossibilité affirmant encore une fois l'échec de la nouvelle économie du bien-être.
