Comportement mimétique des départements français sur les dépenses publiques d'aide sociale

Abstract

En s'appuyant sur les modèles théoriques de concurrence fiscale et de concurrence politique par comparaison, cet article propose de tester l'existence d'interactions financières horizontales entre les départements français, et de démontrer la pertinence d'étendre l'analyse classique de telles interactions aux dépenses publiques. Sur la base des données françaises (en coupe transversale sur l'année 1999) relatives aux dépenses publiques d'aide sociale, et des techniques d'économétrie spatiale développées entre autres par Anselin, cet article montre clairement l'existence d'un comportement mimétique des départements français au regard de leur politique de dépenses publiques.
