Innovation and Skill Upgrading : The of External vs internal Labor Markets

Abstract

Suite aux changements technologiques et organisationnels, les firmes peuvent pourvoir leur besoin accru de compétences soit en formant les salariés, soit en embauchant de nouvelles qualifications, soit en combinant les deux. En utilisant des données appariées comprenant près de 1 000 établissements français, nous estimons l'importance relative de ces stratégies de marché interne et externe. En accord avec les réultats obtenus dans la literrature, nous observons que les changements tehnologiques et organisationnels sont associés à une déformation de la structure des qualifications favorable aux travailleurs qualifiés. Nous montrons que près d'un tiers de cet accroissement de la structure des qualifications provient de l'embauche et de licenciement de travailleurs sur le marché externe, alors que les deux tiers sont dus à des promotions. Les stratégies de fort turnover (turnover en excès) n'apparaissent donc pas être une modalité essentielle d'ajustement de la main d'oeuvre. Au contraire, les firmes françaises semblent s'appuyer fortement sur la formation pour augmenter le niveau de qualification de leur main d'oeuvre.
