Abstract

La question des aides d'Etat et des subventions est absente des fondements de la théorie des échanges internationaux élaborée par A. Smith en 1776 et D. Ricardo en 1817. Cette théorie est d'une part centrée sur une forme particulière d'interventionnisme d'Etat : le protectionnisme et, d'autre part, elle suppose que les activités productives sont effectuées avec des rendements d'échelle constants. Cette seconde hypothèse est particulièrement importante car, dans ce contexte, une aide publique accordée à un secteur productif ne modifie pas durablement la dynamique des coûts de production, ceci même si elle peut protéger efficacement l'activité bénéficiaire.
