Abstract

" La question du principe de la libre concurrence, de ses applications et de ses exceptions est traitée dans l'oeuvre de Léon Walras dans le champ de l'économie politique appliquée. À partir de 1875, Walras se préoccupe de plus en plus des « exceptions « à ce principe, qui concernent non seulement les services publics au sens strict mais aussi les « monopoles naturels et nécessaires ». Les chemins de fer, qui relèvent à la fois des services publics et des monopoles naturels, occupent une place importante dans sa pensée. En matière de gestion de ces différents monopoles, Walras envisage plusieurs modalités d'intervention de l'État. La poursuite de ses réflexions sur ces questions va le conduire, dans les années 1895-98, à entrevoir la possibilité d'un " entrepreneur unique " qui permettrait d'assurer l'équilibre de la production en mimant le jeu concurrentiel. Un collectivisme plus ou moins généralisé serait donc envisageable. "
