Abstract

This paper addresses the informal economy of water in the peri-urban areas of Mumbai. The term "informal economy" refers to all types of water suppliers who are not operating in the legal framework of water management in an area. They are usually small-scale private operators, which are alternatives to the legal operators, such as the municipalities or authorised private operators. The aim of this paper is to identify the role of the small private operators in meeting the water needs of the peri-urban population, and studies how they operate within the system. Peri-urban areas are undergoing a rapid transformation in the form of economic development, urbanisation, demographic changes, all of which are having implications on the demand and supply of water. The water policies are not able to adapt to this rapid transformation. Therefore, the access to drinking water is not satisfactory, in terms of being supplied by a large distribution network, or by private operators using alternative means.
