Abstract

L'avenir est au transport combiné et au transport multimodal. La navigation maritime et côtière doit être davantage utilisée ainsi que la voie d'eau intérieure en association avec le train ou le camion. Le transport fluvio-maritime permet de déplacer l'interface terre-mer à l'intérieur du continent et de faire de Paris, Lyon ou Lille de petits ports de mer, points de groupage ou de dégroupage de la marchandise. La voie d'eau offre, en France notamment, d'importantes réserves de capacité. En un temps où les routes et autoroutes sont particulièrement surchargées, tous les pouvoirs publics, aussi bien à l'échelon national qu'à celui de l'Union Européenne, s'intéressent à la mise en œuvre de solutions alternatives. C'est pourquoi la réussite récente de la solution fluvio-maritime "interroge" : pourquoi tel succès ici ? pourquoi telle lenteur ailleurs ? quels sont et quels peuvent être les marchés porteurs de ce mode de transport de haut niveau technologique ? quelles stratégies mettre en œuvre pour en accélérer le développement ? Voilà précisément les principales questions débattues dans ce texte.
