Abstract

Il est devenu classique en économie publique de proposer des outils, qui contribuent à redonner un prix d'accès à un bien public qui n'en a pas spontanément. Ces outils sont les taxes, les quotas, et les « politiques et mesures ». Cet article montre comment il est possible de combiner ces outils dans le cas très actuel de la réduction des émissions de gaz à effet de serre au plan mondial.
