Abstract

L'ouvrage commence par une présentation des propriétés des industries de réseau (ensemble de trois strates, externalités positives, tendance au monopole naturel pour l'infrastructure, dynamique d'expansion non linéaire). La première partie expose la rationalité de ce qui correspond à l'architecture traditionnelle des industries de réseau (monopole public local ou national verticalement intégré, propriété publique ou délégation de service public). La seconde partie présente ce qui tend à devenir la nouvelle norme structurelle de ces industries de réseau (dissociation verticale de l'infrastructure, ouverture à la concurrence de l'offre de services, mise en place d'une agence de régulation, et ouverture partielle ou totale aux capitaux privés).Chacune des parties expose les outils pertinents de la théorie économique (équilibres de monopole, internalisation d'externalités, théorie néo-institutionnelle, équilibres de marché de petit nombre). L'ensemble est illustré par des exemples pris dans différents réseaux (électricité, gaz naturel, télécommunications, transports ferroviaires...) et dans différents pays.
