Perspectives sur l'évolution des rapports Nord-Sud dans le système commercial multilatéral

Abstract

Dans un premier temps, cette communication présente les principales caractéristiques du traitement spécial et différencié (TDS) dans le régime de l'OMC. En effet, les débats actuels ne sont compréhensibles qu'à l'aune des asymétries institutionnelles et structurelles contenues dans les accords commerciaux multilatéraux. Une fois ces éléments traités, cette contribution abordera les termes du nouveau compromis Nord-Sud négocié à l'OMC. En l'état actuel de la négociation, deux thèses s'opposent : celle d'une plus grande différenciation entre pays du Sud et celle d'une reconnaissance d'un espace politique pour le développement. Une convergence des positions vers une synthèse de ces deux thèses est la proposition sur laquelle cette contribution se conclut.
