Abstract

Dans les structures de type fédéral, telle l'Union européenne, ou encore les communautés de communes, les électeurs élisent des représentants qui, à leur tour, votent des décisions. La répartition des représentants, ou des voix, par État ou par commune doit tenir compte de plusieurs critères.En particulier, il faut assurer la même représentativité pour chaque électeur vis-à-vis des choix fédéraux, et construire un systèmequi permette effectivement de prendre des décisions. Deux modèles mathématiques sont utilisables, mais aucun des deux n'est meilleur que l'autre dans l'absolu : la prise en compte de la façon dont les citoyens ont effectivement voté dans le passé permet seule de distinguer celui qui est le plus approprié dans un contexte donné.
