Abstract

Depuis le début des réformes, la Chine a procédé à une transition de son régime foncier socialiste à un marché foncier. L'Etat demeure propriétaire de la terre, et des droits d'usage des sols s'échangent en milieu urbain. Ce nouveau marché a été balbutiant dans les années 1990, il a créé des rentes importantes captées par les dirigeants locaux pour l'intérêt collectif et pour leur intérêt personnel. Une nouvelle économie est née de ce marché en Chine avec un marché noir et une corruption active, et une orientation des économies pour la croissance locale. Ce système engendre une urbanisation très rapide des terres arables qui effraie le gouvernement central et révolte les paysans expropriés.
