Vers un audit social des pôles de compétitivité

Abstract

Labellisés officiellement en France lors de l'été 2005, les « pôles de compétitivité » rassemblent, dans plusieurs dizaines de territoires géographiques de l'hexagone, des entreprises, des universités, des centres de recherche et des collectivités locales, autour d'une dynamique d'innovation locale à vocation nationale ou internationale. Présentés comme une nouvelle forme d'organisation industrielle, ces pôles bénéficient-ils des pratiques de gestion des ressources humaines susceptibles de faciliter la coopération et l'innovation ? Un état de l'art, tout d'abord, permet de rapprocher les pôles de compétitivité des « clusters » déjà bien analysés dans la littérature, pour en induire de véritables enjeux en termes de gestion des ressources humaines (GRH). Une enquête exploratoire auprès d'acteurs d'un pôle de compétitivité en structuration, ensuite, fait apparaître des perceptions inégales des enjeux RH mais aussi un réel besoin d'innovations sociales, que l'audit social devra prendre en compte au cours des prochaines années.
