Petróleo e gás na Argélia : crônica de uma abertura anunciada

Abstract

Les firmes pétrolières sont de plus en plus courtisées par les Etats producteurs afin d'investir massivement dans les activités amont de leur système pétrolier. Faut-il pour autant que les autorités administratives de ces Etats, sous prétexte d'anticiper les mutations à venir de l'industrie pétrolière mondiale, accroissent davantage le degré d'ouverture de leur amont pétrolier et gazier ? Depuis que le gouvernement algérien a décidé de présenter au parlement une nouvelle loi sur les hydrocarbures, le sujet anime les débats au sein des institutions politiques, économiques et sociales de ce pays. Avant de présenter l'avant-projet de loi sur les hydrocarbures qui soulève et suscite tant de critiques et d'interrogations, nous présentons brièvement ce qu'est l'industrie des hydrocarbures en Algérie et la place qu'elle occupe dans la structure du système productif algérien.
